West Adds State Legislative Histories
West, a business of The Thomson Corp. (http://west.thomson.com), recently added new state legislative history content to Westlaw for California, Connecticut, Florida, Illinois, Louisiana, Massachusetts, Michigan, New Jersey, New York, Ohio, Pennsylvania, and Texas. The new materials contain legislative history content not previously covered by databases, including committee reports, House and Senate journals, bill summaries, legislative research reports, and approval and veto messages (content varies by jurisdiction).A new tabbed Legislative History State page on westlaw.com makes it easy to access the new material through an interactive U.S. graphical map interface. Users can then search a single source or multiple sources to mine for legislative intent on statutes. "Understanding how and why the text of a law changed from the introduction of the bill through the passing of the law is critical in establishing legislative intent," said attorney David Spencer, director for statutory and regulatory product development at West. The state legislative history content joins existing federal coverage, including U.S. Code Congressional and Administrative News, testimony, transcripts, and Arnold & Porter-compiled legislative history for specific federal acts.
