U.S. Copyright Office Report Addresses Orphan Works and Mass Digitization
The U.S. Copyright Office documented the problems that occur when using orphan works and engaging in mass digitization projects. “Orphan Works and Mass Digitization: A Report of the Register of Copyrights” provides a series of legislative recommendations that are designed to help users as well as conform to the rights of copyright owners.The coverage of orphan works draws on the Shawn Bentley Orphan Works Act of 2008 and includes updates and changes. The report recommends a more incremental approach to mass digitization that would allow the U.S. to gain experience with the extended collective licensing framework used in other countries.
