New HeinOnline Database Reveals U.S. States' Interactions With Foreign Governments

HeinOnline, a product of William S. Hein & Co., Inc., launched a new database: U.S. State Commitments With Foreign Governments. This “groundbreaking collection of more than 750 legal and political commitments between U.S. states and foreign governments, edited by Ryan Scoville, Professor of Law at Marquette University Law School,” features many agreements that have never been published before.

“U.S. states frequently enter into arrangements with foreign governments to cooperate on issues ranging from economic development to environmental protection,” HeinOnline explains. The database offers the full text of hundreds of these, sourced from 650-plus freedom-of-information requests, “including one with every major administrative agency in each of the fifty states. State officials responded by delivering copies of more than 750 commitments totaling more than 3,500 pages.” The database is designed “for scholars of international law and U.S. foreign relations law, political scientists who study paradiplomacy, federal and state policymakers, and the voting public.”

The database can be purchased in print or online database formats. The online version has the full collection, features a Commitment Index tool for easy searching, and can be browsed by state, country, or subject. The book has a curated set of about a quarter of the commitments, along with notations providing context, highlighting legal issues, and identifying academic sources.
