ALA Votes to Legally Challenge Filtering Law
The executive board of the American Library Association (ALA; http://www.ala.org) has voted to initiate legal action challenging the Children's Internet Protection Act (CIPA), which was signed into law on December 21, 2000. The decision came after more than a week of intense discussion among leaders and members during the association's annual Midwinter Meeting held in Washington, DC. The ALA contends the act is unconstitutional and creates an infringement of First Amendment protections. The federal rider, which was attached to the Labor HHS Education Appropriations Bill, mandates that libraries and schools install content filters on all computers that offer Internet access as a prerequisite to receiving federal grant funds. Funding sources include the e-rate program, the Library Services and Technology Act, and the Elementary and Secondary Education Act. All three programs help ensure schools and libraries provide access to the resources communities need to thrive in the Information Age. CIPA runs counter to these federal efforts to close the Digital Divide for all Americans.
According to the ALA and other opponents of the legislation, no filtering software successfully differentiates constitutionally protected speech from illegal speech on the Internet. Even the federal commission appointed to study child safety on the Internet concluded that filters are not effective in blocking all content that some may find objectionable, but they do block much useful and constitutionally protected information. The ALA is researching and exploring its options in preparation for litigation. No further information is available at this time.

Factiva Launches Its Second Content Integration Tool for Enterprises
Last July, Factiva delivered its first content integration solution for enterprise customers. Factiva Publisher provides a content feed and server application with editorial and administrative tools and the ability to integrate internal and external content. [See the July 24, 2000 NewsBreak at http://newsbreaks.infotoday.com/nbreader.asp?ArticleID=17789] That comprehensive development product served the needs of customers who needed to create a news page for their intranets or portals.
Now, Factiva has announced the launch of Factiva Search Module, the second tool in Factiva Integration, a suite of solutions for integrating Factiva's global content into intranets and portals. Customers can integrate Factiva Search Module—basically, a search box or feature for searching Factiva content—into the layout of any existing Web-based corporate desktop. Factiva Search Module is capable of sharing the same page and seamlessly integrating with various portal and intranet applications, such as internal databases, CRM systems, and e-mail. Factiva Search Module is available in two versions—a Standard Version based on HTML, which is very easy to install, and a Custom Version based on open-systems and XML tagging.
Other Factiva Integration solutions, including Factiva Track Module (for providing access to current news on specific topics) and Factiva Select (which will provide for filtering external news), will be released during the first and second quarters. The fully integrated Factiva.com service, which combines the content and features of Reuters Business Briefing and Dow Jones Interactive, is due in the middle of this year.
EDGAR Online, Inc. to Sponsor Infogate
Infogate, Inc.(http://www.infogate.com), an Internet-based news, information, and alerting delivery service, has announced a sponsorship agreement with EDGAR Online, Inc. (http://www.edgar-online.com), a provider of business, financial, and competitive information derived from U.S. Securities and Exchange Commission (SEC) data. Under the agreement, EDGAR Online will make Infogate available as a free download to its more than 2 million monthly users via links at EDGAR Online's Web sites. Infogate will be co-branded with EDGAR Online, and clients who download the software will have one-click access to EDGAR Online on their desktops.
"We are excited to have the opportunity to offer our clients Infogate. It's a great product and, in conjunction with our premium data, can be a powerful tool for helping our clients stay well informed and do their jobs better," said Susan Strausberg, CEO of EDGAR Online, Inc.
The agreement allows Infogate to feature news from three EDGAR Online services: EDGAR Online, IPO Express, and Compensation Express. These packages of content include a real-time headline feed of all public company SEC filings, the EDGAR Online Glimpse from 10-Qs and 10-Ks, executive compensation data, and IPO filing information. Infogate offers a broad combination of premium content spanning the worlds of business and finance, general news, sports, and entertainment, all delivered to users through a customizable scrolling ticker that frames the desktop.
